Victory Bread Is Placed on Market in State Today

Philadelphia, Feb. 25.—Victory bread, in which twenty per cent. Of substitutes must be used with wheat flour, was put on the market to-day by all bakers. There are no exceptions.

Bread baked entirely of wheat flour cannot be sold, though it may be made in the homes.

Bakers have complained that there are sufficient substitutes to last only a few days. “Philadelphia is going to eat Victory bread or none at all,” replied Jay Cooke, city food administrator, in answer to their appeal for an extension of time.
